The Secretariat of the Conference of the Parties to the Convention on Biological Diversity has decided to hold the resumed sessions of COP 16 and the parallel meetings of the Protocols to address the outstanding agenda items following the suspension of the meeting due to the loss of quorum in the early hours of November 2.

The resumed sessions of the sixteenth meeting of the Conference of the Parties to the Convention on Biological Diversity, the eleventh meeting of the Conference of the Parties acting as the Meeting of the Parties to the Cartagena Protocol, and the fifth meeting of the Conference of the Parties acting as the Meeting of the Parties to the Nagoya Protocol will take place at the Food and Agriculture Organization of the United Nations in Rome, Italy.

Key Issues for Discussion Resumption

Mobilizing Financial Resources for Biodiversity

One of the main objectives of the resumed session is to develop a new resource mobilization strategy aimed at obtaining $200 billion per year by 2030 from all sources for biodiversity initiatives and reducing harmful incentives by at least $500 billion per year by 2030.

Parties will also consider the possibility of establishing a global biodiversity finance instrument designed to mobilize and effectively distribute funds. Current funding comes from bilateral agreements, private and philanthropic sources, and dedicated funds such as the Global Environment Facility (GEF), including its Global Biodiversity Framework Fund (GBFF) and the Kunming Biodiversity Fund (KBF).

Monitoring Framework

Finalizing tools to allow Parties to measure progress against the monitoring framework of the 23 targets of the KMGBF.

Planning, Monitoring, Reporting, and Review Mechanism (PMRR)

Decisions will determine how progress in implementing the KMGBF will be reviewed at COP 17. Parties will also consider integrating commitments from non-state actors, including youth, women, indigenous peoples, local communities, civil society, and the private sector. Also on the agenda: Finalization of the national reporting model, which includes key indicators.

Funding Mechanism

Parties are expected to approve the GEF’s achievements, encourage additional contributions to the GBFF, and provide further guidance to the GEF in light of its upcoming replenishment negotiations.

Other agenda items include decisions regarding cooperation with other conventions and international organizations, the CBD’s multi-year work program, and the adoption of the final reports of COP 16, COP-11 (Cartagena Protocol), and CoP 5 (Nagoya Protocol).
