The icebreaker was trying to free an oil tanker blocked by the ice, but had not reported its intervention. The ship also did not respond to radio messages. He would eventually have stayed less than four minutes in Estonian waters.

Following the incident, the Ministry of Foreign Affairs summoned the chargé d’affaires of the Russian embassy and gave him a diplomatic note. With this gesture, Estonia intends to remind Moscow that « clear and unambiguous rules apply in Estonian territorial waters, » said Foreign Minister Margus Tsahkna.
