The Ivorian government will officially launch on March 26, 2026 in San Pedro the Project for the Development of Competitive Value Chains of Aquaculture and Sustainable Fishing (ProDeCAP). This initiative aims to strengthen fisheries productivity, promote the creation of decent jobs and improve food security in the country.

According to the Ministry of Animal Resources and Fisheries (MIRAH), the ceremony will bring together several technical and financial partners involved in the development of the sector, including the African Development Bank (AfDB), the Food and Agriculture Organization of the United Nations (FAO), the European Union, the World Bank, the Japanese Agency for International Cooperation (JICA) as well as various agencies of the United Nations system.

A project at the heart of the national blue economy strategy

ProDeCAP is part of the Blue Economy Development Program (PRODEB) and aims to develop competitive value chains in the aquaculture and sustainable fisheries sectors. Financed by the African Development Bank following a loan agreement signed on December 18, 2024, this project marks the transition to an operational phase in the national strategy to promote the blue economy. The objective is to improve the competitiveness of the sector and to strengthen working conditions in the sectors concerned. It is also part of an approach to sustainable management of aquatic resources. As part of the launch preparation, training sessions on the procedures of the African Development Bank are planned for March 25 and 27 at the Polytechnic University of San Pedro. These trainings will strengthen the capacities of the actors involved in the implementation of the project.

A preparation process marked by several consultations

The launch of ProDeCAP comes after several years of preparation and consultation involving many players in the sector. More than 400 representatives of public administration, the private sector and civil society participated in the exchanges on the promotion of a sustainable blue economy in Côte d’Ivoire. This process was initiated in particular on December 17, 2021 by the signing of a letter of agreement between the African Development Bank and the Republic of Côte d’Ivoire for the implementation of the Preparedness Project for the Financing of Development Activities of the Blue Economy (PPF Blue Economy).

With a budget of more than 852 million FCFA, this preparation project was carried out between 2023 and 2024 in order to lay the foundations for the development of the blue economy in the country.

With the support of the FAO, several consultation workshops have also made it possible to develop major strategic documents. These include the Unified Strategic Framework for the Promotion of the Blue Economy (CaSUEB), the National Investment Plan for the Blue Economy (PNIEB) and the Blue Economy Development Program (PRODEB). With a view to sharing experiences and capacity building, an Ivorian tripartite mission bringing together representatives of the government, employers and trade union organizations visited Cape Verde in March 2025 with the support of the International Labour Office.

This mission aimed to be inspired by good practices in the blue economy and the promotion of decent jobs. Through ProDeCAP and associated initiatives, Côte d’Ivoire aims to sustainably enhance its marine and continental resources. The objective is also to stimulate job creation, especially for young people and women, while strengthening food security. The project also aims to contribute to the resilience of aquatic ecosystems to the effects of climate change, by encouraging more sustainable fishing and aquaculture practices. This dynamic is part of the vision of the President of the Republic, Alassane Ouattara, who intends to promote vigorous, inclusive and sustainable economic growth by making the blue economy a lever of development and prosperity for Côte d’Ivoire.
