Mr. Fouzi LEKJAA, Minister Delegate in charge of the Budget, chaired on Tuesday, June 24, 2025, the first meeting of the Interministerial Commission for the Development of the Blue Economy (CIDEB).
This high-level meeting, which brought together several government members and leaders of relevant institutions, officially launched the process of drafting the roadmap for the development of the Blue Economy (SNEB). It allowed the validation of the work plan that will guide this strategic momentum, aimed at structuring public policies related to the sea in a coherent, integrated, and cross-sectoral manner.
This meeting follows the High Directives of His Majesty King Mohammed VI, may God assist Him, expressed in the message addressed on June 9, 2025, to the 3rd United Nations Ocean Conference (UNOC 3) in Nice, delivered on His behalf by Her Royal Highness Princess Lalla Hasna. The Sovereign recalled the necessity of sustainable and sovereign use of national marine resources, serving growth, territorial justice, and economic sovereignty.
The meeting provided an opportunity for the ministers present to share their sectoral visions, offer concrete recommendations on the milestones of the roadmap, and identify the main operational and institutional challenges to be overcome for a successful blue transition. Discussions highlighted the importance of coordinated governance, maritime spatial planning based on knowledge, and an investment framework conducive to innovation and sustainability.
The Blue Economy program aims to structure an innovative and inclusive development model, leveraging the vast potential of the blue economy in key sectors such as fisheries, port logistics, marine renewable energies, coastal tourism, and marine ecosystem protection. It also aspires to make Morocco a fully-fledged maritime nation through the establishment of regional “coastal clusters,” a lever for territorial competitiveness and job creation.
In this perspective, the program benefits from enhanced support from technical and financial partners, notably through the Blue Economy Support Program, implemented with the support of the World Bank.
