A second debate focused on the oceans—an essential ecosystem now severely threatened by plastic pollution, overfishing, and climate change. Tomorrow in Nice, more than 50 heads of state and government will gather for the 3rd United Nations Ocean Conference (UNOC3), co-organized by France and Costa Rica. But can this summit truly influence the future of the world’s oceans? Will concrete and binding commitments finally emerge? And as the United States remains on the sidelines, can Europe and China take up the mantle of international leadership?
