The National Port Authority of Liberia (NPA) and Marsa Maroc, the port operating company, signed a memorandum of understanding (MoU) this Tuesday in Monrovia to enhance Liberia’s port infrastructure and increase its regional commercial potential.

Following its success in Benin, Marsa Maroc is accelerating its international expansion with this new agreement, which establishes a strategic partnership between the NPA and Marsa Maroc to modernize and expand Liberia’s main ports as part of a comprehensive master development plan. The signing ceremony, held at the NPA headquarters, marks an important milestone for both Liberia and Marsa Maroc, with two major projects aimed at enhancing port capacity.

Development and Operation of a New Multipurpose Terminal at the Port of Monrovia
The partnership aims to secure a public-private partnership (PPP) concession for the development of a modern multipurpose terminal. This terminal will accommodate a wide range of goods, including dry bulk and general cargo, thus improving operational efficiency and service capacity at the main port of Monrovia.

Concession Agreement for the Port of Buchanan
The partnership also targets the enhancement of the multipurpose terminal at the Port of Buchanan, including the design, construction, financing, and management of this critical infrastructure to enable efficient cargo handling and support regional economic growth. The MoU, lasting for 18 months, establishes a framework for collaboration between the two entities to assess current port operations, share expertise, and finalize the concession agreements.

Marsa Maroc is strategically aligning its growth with Liberia’s ambitious development goals by bringing its expertise in sustainable and innovative port operations.

The NPA’s Managing Director, Mr. Sekou H. Dukuly, who signed on behalf of the NPA, emphasized the importance of the MoU and the partnership it fosters. “This MoU marks an exciting chapter for Liberia’s port infrastructure, affirming the NPA’s commitment to transforming port services for sustainable growth and regional integration,” he stated. Mr. Dukuly added that with Marsa Maroc’s expertise, the NPA is confident in its ability to execute projects that will position Liberia’s ports as key logistics hubs in West Africa. Under the MoU, the NPA and Marsa Maroc will exchange information and collaborate on project assessments, with a view to reaching detailed agreements that will further enhance Liberia’s port landscape. The projects will adhere to rigorous design, operation, and management standards to ensure world-class port services.

For his part, the Director of Strategy and Port Development at Marsa Maroc, Reda Moukhli, stated that the signing of the MoU paves the way for a closer partnership and will play a central role in realizing Liberia’s vision for modernized, efficient, and competitive port operations, fostering economic development and elevating Liberia’s position in regional trade. He also remarked that the MoU reflects the NPA’s commitment to driving Liberia’s economic progress by establishing strong partnerships with international stakeholders.
