The Committee on Industry, Trade, Energy and the Environment within the Assembly of the Representatives of the People (ARP) reviewed, on Monday, July 21, 2025, a new draft law aimed at strengthening penalties for littering in public spaces.
Presented by a group of MPs, the bill proposes fines ranging from 100 to 5,000 dinars, depending on the nature and severity of the offense. According to the draft law, everyday actions such as throwing a cigarette butt, a tissue, or a small plastic bottle on public roads could result in fines between 100 and 300 dinars.
Offenders would also be required to participate in cleaning public spaces for a period of one to three days. Fines could reach 1,000 dinars for household waste dumped outside of authorized hours or in front of residential buildings. The most severe penalties apply to hazardous or large-scale waste: violators could face fines ranging from 2,000 to 5,000 dinars, and up to six months in prison in cases of repeat offenses or threats to public health.
The draft law also provides for the temporary seizure of any vehicle used to transport the waste.
It is worth noting that MP Syrine Mrabet announced that 17 MPs had submitted a draft law regarding household waste. According to a statement published on Thursday, July 10, 2025, the bill aims to ban and penalize the dumping of garbage in public spaces.
