The Subregional Office for West Africa of the United Nations Economic Commission for Africa (CEA) and the Government of Côte d’Ivoire, through the Ministry of Animal and Fisheries Resources, are organizing on 16 and 17 September 2026 in Abidjan a consultation of national stakeholders on the evaluation and development of the blue economy in Côte d’Ivoire.

This initiative is part of the technical support provided by the CEA to the Ivorian Government to strengthen capacities in policy formulation and implementation, with a view to accelerating sustainable development. It is in this perspective that the United Nations Economic Commission for Africa (EAC) envisages the deployment of the Blue Economy Valuation Toolkit (BEVTK), which was developed in 2020 to provide a structured framework for identifying and quantifying the economic, social and ecological contributions of the activities and resources of the Blue Economy, and to produce an integrated vision of the Blue Economy’s contribution to national development. The support will thus strengthen the national capacities necessary for its autonomous use in Côte d’Ivoire the Blue Economy Valuation Toolkit (BEVTK).

The general objective of this consultation is to mobilise the main national stakeholders to promote their ownership of the process and their active participation in the co-construction of the evaluation tools and the action plan that will serve as a framework for the implementation of the next steps of the initiative.

More specifically, this meeting aims to:

  • Present the Blue Economy Valuation Toolkit (BEVTK) and raise awareness among national stakeholders of its methodology, as well as the lessons learned from its application in other African countries;
  • Identify and validate the available data sources relating to the economic, social and environmental dimensions of the blue economy in Côte d’Ivoire;
  • identify any data gaps and define, if necessary, indicators or substitution variables (proxy variables) to remedy them;
  • Map the institutional actors concerned as well as the focal points responsible for data collection and management, in preparation for the subsequent phases of the evaluation.

This meeting will be an essential step in establishing a solid knowledge base on the Ivorian blue economy, strengthening interinstitutional coordination and laying the foundations for an effective mechanism for financing and monitoring the sustainable development of this strategic sector.
